Head of Long-Term Development Section

Main Duties and Responsibilities:   Management of the Long-term Development Section and functional interaction with the Business Units of the Company, representatives of the Kurdistan Regional Government and business partners on the issues of the long-term development of the Pipeline System; Analysis of the current status and preparation of proposals for long-term development of the Pipeline System, including construction of the missing pipeline facilities required for reliable and safe operation of the pipeline system, modernization and capital repair of the existing facilities, connection of the new oil fields, expansions of the Pipeline System by initiative of the Government or Company, etc; Monitoring information on activities of the oil producing and oil processing companies in the region, modern trends in petroleum industry technology upgrade, with regular analytical summaries for the Senior Management of the Company; Generation, regular update and submission to the Company Management of the list of perspective projects and opportunities for development of the Pipeline System with indication of the key process and commercial parameters; Organization and ensuring preparation of the complex technical and commercial solutions as well as calculations of the key operational and economic indicators for the long-term development projects; Development of recommendations, analytical reports and preparation of documents for decision making in relation to the long-term development projects for consideration and approval by the Company management and Technical Council; Participation in preparation of the efficient development strategy for the Pipeline System; Development of the Terms of reference and/or outlining main requirements to the pre-design studies and justifications at the contract preparation stage; collection and analysis of the initial technical data for evaluation of the alternative options and scenarios in execution of the long-term development projects; Preparation of required materials and participation in the Technical Council work within assigned duties; development and presentation of proposals to modernize the systems and equipment within the entire Pipeline Infrastructure; Control over preparation and participate in development of feasibility studies for the new projects, organize calculations and agreeing on the capital expanses and operating costs; presentation of the obtained results to the upper management and Company Shareholders; Preparation of presentations, technical and commercial documents and participation in the meetings with the representatives with the Government and business partners on evaluation, planning and execution of the long-term development projects; Preparation and ensuring approvals of the MOM’s and made decisions; control over implementation of the approved actions by the Company Business Units; Risk identification and analysis in relation to the long-term development projects; development and proposal of the risk mitigation measures; Upon approval of the projects organize transfer of the respective documentation to business units responsible for project implementation and participate in the development of project schedules; Interaction with all the stakeholders at all stages of the project execution; control over compliance of the made decisions and taken actions to the established Company development concept; Analysis of the economic and financial indicators at all the stages of project execution; Upon instructions from the upper management, support to interaction between the corporate Business Units and Shareholders’ Head Offices within the assigned business area; Interaction with the HR Management Division on the organization of training and qualification upgrade of the subordinate employees for continuous improvement of the production efficiency and safety; Interaction with the HR Department to update the job descriptions, selection of candidates and nomination for new positions; Control over the compliance by the subordinate employees to the requirements of the internal labor regulations of the Company, Industrial Safety, Fire Safety, Occupational Health and Environment protection requirements, ensuring the data protection.       Requirements: Higher Technical and/or Economic education; Min. 7 years of relevant business experience, out of which at least 4 years of experience in planning and evaluation of the capital investment projects, preferably in petroleum companies; Relevant experience of working in global companies. A clear advantage is experience gained in Middle East; Experience in managing plans and budgets; Experience in interacting with the State regulatory bodies; Experience in conceptual engineering, risk analysis, sensitivity analysis; Knowledge of the international standards of industrial design, regulatory requirements in construction / practice in execution of the international Projects in capital construction, repairs and reconstruction; Confident knowledge of the oil transportation technology; operations and maintenance of the trunk oil pipelines and process management systems; Strong practical knowledge of strategic planning, project management and implementation, quality control and completion of industrial construction projects, preferably in the area of oil trunk pipeline transportation; Knowledge of the principles of cost estimation for construction and assembly works and main stages of the capital investment projects; Skills in financial modeling, risk analysis and sensitivity analysis; Presentation skills; Strong organizational skills; analytical skills; Strong focus towards regulatory compliance, HSE and Operational Excellence in the context of project management and implementation of investment and construction projects; Proficiency in using standard office software such as MS Windows, MS Office and/or equivalent; Proficiency in using modern communication tools such as Internet, e-mail, mobile phone, telephone / video conferencing, instant messenger systems; Applied project management and construction management software, financial modeling tools (Project Manager, Primavera, AutoCAD, etc); Fluent in Kurdish, English and Russian is preferable.   Working Condition :   (5) Days per week & (8) hours per day (Starting from 8:30 am till 5:30 pm);   How to Apply : You can apply by either scrolling down or clicking on "Apply for this position" tab or by e-mailing your updated CV to ( jobs@erbilmanpower.com ) with the job code and title of the position in the subject line.
