Main Duties and Responsibilities: The Head of Configuration Control Service is administratively subordinate to the Director for Capital Construction of the Company or his Deputy in the period of his absence. Functionally the Head of the Configuration Control Service reports to the Deputy of Director for Capital Construction. The Head of Configuration Control Service provides operating management of the Configuration Control Service and performs the following functions: Organization of development of technical requirements for manufacturing of the main process equipment at the stage of concluding the engineering design contracts (jointly with the Expert Review Section and Business Units from the Directorate for Operations & Maintenance); Participation in preparation of tender documents with regards for the manufacturing and supply of equipment, components, products and materials (jointly with the Expert Review Section and the Directorate for Procurement) with the breakdown into the Client free-issued materials and equipment and Contractor’s scope of supply; Interaction with the Expert Review section and control over the development and revision of the equipment and material take-off (MTO’s) within the project design documentation; Organization of incoming inspection for compliance of working documentation, design documentation, factory documentation with the Terms of Reference for design and approved technological solutions (PFD, P&ID), the technical requirements for manufacturing of the equipment (jointly with the Directorate for Operations and Maintenance); Participation in development of the Project Execution Plans with regards to planning configuration and supply for the capital construction, reconstruction and repair projects, including time allowance for the long-lead items; Jointly with the Directorate for Procurement, development, control and management of supply schedules and storage of equipment, spare parts and materials the Business Units within the Directorate for Capital Construction with due consideration of sequence and timelines of the construction and installation works; Control over the timely supply of equipment and materials to the Business Units within the Directorate for Capital Construction, provision of free-issued materials and equipment to the Contractors for installation; control over the schedule and quality of supply by Contractors of the contracted scope; Participate in the entry quality control at the stage of accepting equipment and materials for the capital construction, reconstruction and repair projects (jointly with the Directorate for Procurement); Interact with the Temporary Headquarters for the period of construction, business units within the Directorate for Procurement and with the Contractors with regards to the optimal delivery locations for incoming equipment and materials with due consideration for efficient internal logistics; Prompt registration and data analysis on implementation of supply schedules with the breakdown into facilities/projects and relevant contractors and suppliers; provision of the regular reporting to the Project Managers and the Directorate for Capital Construction; Prompt notification of the user divisions of any deviations in the supply schedules; organization of meetings and development of corrective actions to catch up on any schedule delays; control over the implementation of the agreed measures to eliminate schedule delays by the Contractors and Company Business Units; Organization and control of preparation of data for consolidation by the Capital Construction Section into the progress report for the accounting period of the calendar work plan; Development of proposals and control over implementation of the approved cost saving actions through the effective use of the operational resources and rational organization of activities of the business units within the Directorate for Capital Construction; Upon instructions from the Director for Operations & Maintenance Participation in the work of the Tender Committee within the assigned competence and business area; Interaction with the State and local authorities of the Kurdistan Region and the Republic of Iraq within the assigned competence; Interaction with contractors and equipment/material suppliers within the assigned business area; Interaction with the HR Management Division on the organization of training and advanced training of subordinate employees for continuous improvement of the production efficiency and safety; Interaction with the HR Department and Directorate Business Units to update the job descriptions, selection of candidates and nomination for new positions; Control of compliance by the subordinate employees with the Company's internal work regulations, requirements for industrial safety, labor protection, environment protection, data protection requirements. Requirements: Higher Technical Education (construction); Minimum 7 years of relevant business experience, out of which at least 3 years of managerial experience in configuration and supply quality control, preferably in petroleum companies; Relevant experience of working in global companies. A clear advantage is experience gained in Middle East; Experience in managing plans and budgets; Experience in interacting with the State regulatory bodies; Experience in contract and claim management is beneficial; Knowledge of the international standards of industrial design, regulatory requirements in construction / practice in execution of the international Projects in capital construction, repairs and reconstruction; Knowledge of the requirements of the applicable National legislation of the Kurdistan Region and the Republic of Iraq in relation to procurement and supply of materials and equipment, customs clearance of the imported and exported cargoes, customs duties exemption and tax exemption regimes, etc; Strong practical knowledge of planning, project management and implementation, quality control and completion of industrial construction projects, preferably in the area of oil trunk pipeline transportation; Strong skills in supply management for capital construction, repair and reconstruction projects in the petroleum industry; Knowledge of the principles of cost estimation for construction and assembly works and equipment; Strong organizational skills; ability to address multiple tasks in a fast paced, changing environment with strong analytical and time management skills; Strong focus towards regulatory compliance ,HSE and Operational Excellence in the context of project management and implementation of investment and construction projects; Knowledge of commercial and legal aspects in relation to concluding contract son construction and repair works. Proficiency in using standard office software such as MS Windows, MS Office and/or equivalent; Proficiency in using modern communication tools such as Internet, e-mail, mobile phone, telephone / video conferencing, instant messenger systems; Applied engineering, project management and construction management software (Project Manager, Primavera, AutoCAD, etc). Skills working with ERP systems and applied procurement, logistics and inventory management software. Fluent in Kurdish & English.
