Main Duties and Responsibilities: The Head of the Warehouse Management Service reports to the Director for Procurement and manages the Company warehousing infrastructure comprised of: • Main Warehouse; • Satellite Warehouses at operations facilities. Main functions of the Head of the Warehouse Service include: Responsible for control and management on all aspects of warehouse operations, material receiving, storage and issuing, stock analysis, inventory controls, inventory levels, cycle counting, materials movement and tracking, surplus and obsolete identification and write off; Identifies technology gaps in warehouse operations and proactively seeks solutions. Assigns and supervises work of Inventory Analyst, Materials Coordinators and their subordinates at both Main and Satellite Warehouses; Jointly with the Director for Procurement ensures development of the warehouse management organization; Responsible for and manages Company corporate initiatives concerning warehouse management; Responsible for the continual review of the available Company Data Base system modules pertaining to warehouse operations to identify areas needing improvement or attention. Works with IT Service for resolution. Provides functional expertise and testing to verify system integrity. Manages maintenance of material information in Company Data Base System ensuring "static" information (descriptions, manufacturer's data, etc.) is kept up-to-date and that recorded material issues, receipts, cycle counting results, etc. are subject to a Quality Assurance Process. Manages stock levels and movements; Responsible to provide assistance and summarizing results of the internal audits; Assist Director for Procurement with formulating, implementing and updating warehouse management procedures; Organize proper receiving and issuing of material goods as per local normative documents within the assigned business area; carry out integrity, completeness and quality checking of all received and issued goods, as well as ensure safe material handling operations by in-house resources or by engaged contactors; Ensure all inbound and outbound goods are properly registered and tracked in the available Company Data Base System; Organize and control timely preservation and maintenance activities as per instructions from manufacturers/vendors when necessary. Participate in the development and control over compliance to the internal normative documents within the assigned competence, including the demand planning procedure, contracts and claims policy and procedure, etc; Ensure compliance with the requirements of the National legislation as well as highest standard of business ethics, honesty and confidentiality by the subordinate employees; Liaise with the equipment and material suppliers, equipment manufacturers, technical supervision authority and other counterparts within the assigned competence; Organize record keeping and verification regarding all movements of equipment and material stock by subordinate personnel. Provide inventory and materials movement reports to the accounting and Company Inventorization commissions upon request; compile and submit to management the required reports on obsolete subject to write off; Upon directives from the Company management organize warehouse team members participation in scheduled and unscheduled stocktaking; Responsible for the Health, Safety and Environmental Protection of service personnel working in the warehousing infrastructure. Provides timely and direct feedback to personnel under his supervision to continuously improve health safety and environmental performance and to achieve an Incident and Injury Free culture. Ensures all HSE procedures and regulations are understood, complied with and enforced with no exceptions; Ensures that appropriate safety/protection equipment is available to all personnel exposed to specific hazards in reducing risk of injury, lost time, and damage to the environment. Coaches all employees on strict compliance with all HSE and government requirements involving handling, transportation and storage of hazardous materials. Responsible for hazardous materials transport; Evaluate employee performance and goal achievement within the Warehouse Management Service; Evaluate the demand and main areas for qualification upgrade of the subordinate employees and interact with the HR Management Division on the issue of organization of trainings and qualification upgrade aiming at continuous improvement of the operational efficiency and safety; Interact with the HR Management Division and subordinated organization units in order to define job profiles, select suitable candidates for interviews and propose candidates for new positions; Control over compliance by the employees of the subordinate Business Units to the requirements of the internal labor regulations of the Company, Safety, Occupational Health and Environment protection requirements, ensure the data protection; Responsible for implementation of any other instructions received from the Director for Procurement and Senior Company Management. Requirements: Bachelor degree in Technical or Economic disciplines; Minimum 5 years of relevant business experience in warehousing management; out of which 3 or more years of managerial experience preferably in petroleum companies; Experience in budgets management; Strong knowledge of the requirements of the applicable National legislation of the Kurdistan Region and the Republic of Iraq regulating materials handling, storage, preservation and maintenance as well as procurement and shipping of materials and equipment, customs clearance of the imported and exported cargoes, customs duties exemption and tax exemption regimes, etc; General knowledge of the process of operations, maintenance, capital construction and repairs of the oil trunk pipelines transportation; Practical experience in organization and management of warehouse operations, shipping, storage and accounting of material assets; Good knowledge of nomenclature regarding various types of materials, equipment and services used in construction and operation of the petroleum process facilities, information technology, SCADA, automatic control and telecoms systems, metrology, diagnostics, etc. Ability to multi-task in a fast paced, changing environment with strong analytical skills; Strong organizational and interdisciplinary skills; Focus on HSE and regulatory compliance; Proficiency in using standard office software such as MS Windows and MS Office and/or equivalent; Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems; Experience in working with ERP systems and applied procurement and inventory management software; Fluent in English, Kurdish & Russian is a plus.
